City Delivery Service - Delivery by city carriers of mail addressed to residences and businesses within an area that has a population of at least 2,500 residents or more than 750 possible deliveries. The area must have paved or improved streets; street signs and house numbers displayed; and 50 percent of the building lots developed with residences and other structures.
