   * a special annual edition/issue of the host publication provided as an editorial service to the specific market served by the host publication and included in its annual editorial schedule
   * a source guide that is available to "members only" or available as part of a membership package is considered fulfilment, therefore priced as a co-packaged item
   * it is comprised of printed matter of bound pages whose format is similar to the host publication, including a cover that is prominently "branded" with the title logo of the host publication and the words "SOURCE GUIDE" or "BUYER'S GUIDE"
   * may contain an alphabetical or classified listing of names, addresses and/or other data, and must contain editorial and advertising relating to the host publication
   * a source guide or buyer's guide may be enclosed with, or be a regular issue of, the host publication
   * magazine and tabloid formats may be combined as long as the host publication and enclosure(s) are of similar dimension to ensure ease of handling of the item
   * spiral binding may be accepted as long as it is wrapped or overcovered (to appear perfect bound) to ensure ease of handling

guide source - (Terminologie du service Poste-publications)

   * numéro annuel spécial de la publication principale fourni à titre de service de la rédaction au marché précis desservi par la publication principale et prévu dans le calendrier de publication annuel
   * le guide source qui n'est disponible qu'aux "membres seulement" ou disponible à partir d'un offre d'adhésion sera considéré comme une exécution d'abonnnement et donc admissible au tarif des articles joints en conditionnement commun
   * le guide source est formé de pages imprimées reliées dont le format est semblable à celui de la publication principale, y compris une page couverture affichant bien en évidence le titre ou le logo de la publication principale ainsi que la mention "GUIDE SOURCE" ou "GUIDE DU CONSOMMATEUR" ou "GUIDE D'ACHAT"
   * un guide source peut comporter une liste, présentée par ordre alphabétique ou par catégories, de noms, d'adresses ou d'autres données et doit comporter du contenu rédactionnel et du matériel promotionnel se rapportant à la publication principale
   * le guide source ou le guide du consommateur (guide d'achat) peut être joint à la publication principale ou être posté en tant que numéro ordinaire de celle-ci
   * les revues et les publications en format tabloïde peuvent être combinées à condition que la publication principale et les pièces jointes soient de dimensions semblables de façon à garantir une manutention sans problème de l'article
   * les reliures spirales peuvent être acceptées à condition qu'elles soient emballées ou recouvertes (pour paraître parfaitement reliées) afin de garantir la facilité de manutention
