New Caledonia is ruled from France, but it has a special relationship (as a pays d’outre-mer, overseas’ country), being neither a département nor an overseas territory nor a collectivité territorial, with sovereignty in certain areas being progressively passed to New Caledonia itself. It forms part of the French mail system.

The official language is French (53 400 first-language speakers). 37 other languages are spoken, many by small numbers. The main ones of these are: Ajië (5 000 speakers); Bislama (1 200 speakers); Cemuhî (2 500 speakers); Dehu (15 000 speakers); Dumbea (1 400 speakers); East Futuna (3 000 speakers); Fwâi (1 000 speakers); Iaai (2 200 speakers on Ouvéa Island); New Caledonian Javanese (6 750 speakers); Nengone (6 050 speakers on Mare Island); Numee (1 800 speakers); Nyâlayu (1 400 speakers); Paicî (5 500 speakers); West Uvean (1 870 speakers on Ouvea Atoll); Wallisian (9 000 speakers); Xârâcùù (3 500 speakers) and Yuaga (2 000 speakers).
